These seem to fail a bit less often on a OG9-3 or NG900 than on a 9000, which uses the same part, but they do fail over time.
You can try cleaning it, as I noted in my previous post, but it may just be on it's last legs.
As I recall one test process correctly, if you undo the hose that goes to the wastegate, plug it with something, and go for a careful drive you'll find you have LOTS of boost--overboost in fact. This is because the BPC is no longer actuating the wastegate. This confirms that the turbo is fine and that the wastegate is closed.
That means it could be the BPC, but we're not done yet.
With a cold engine, pull on the wastegate rod. It should have a fair bit of resistance. If it doesn't, then the wastegate actuator, which contains a spring, is bad and that is the problem.
But I'm still betting on the BPC, as these are known to be problematic in cars with that version of BPC.
