Jack front wheels off the ground and with engine off, turn the steering wheel lock to lock and see if it binds. Binding could be caused by damaged outer CV joint(s) or bad McPherson strut top bearing(s). Maybe inner tie rods are being twisted excessively when setting alignment. Rack installation instructions call for flushing system when replacing racks. The P/S hydraulic fluid filters real easy through a white coffee filter, if you want to check for contamination. An aftermarket in-line magnetic filter can be installed in the return line to the P/S reservoir to keep system clean.
