I've done a number of these this way, and on rust belt cars, it is the only way to go.
I use a sheet metal nibbler attached to a drill to make a nice clean cut. I cut the area over the pump back and open it like a sardine can, leaving one side still attached. The nibbler makes it impossible to cut anything below the sheet metal, as it only takes a very small bite. Eastwood sells the nibblers. You have to scrape off the sound deadening material with a putty knife before you start. After you replace the pump, bend the metal back and seal it up with seam sealer. I use two clamps to hold the metal down as the seam sealer dries. I also use a putty knife to spread the seam sealer over the area where I removed the sound deadening material. When it is all dried, you can't even tell I was there.
