A '99 model year is likely still running a T5 ECU and BPC. These are more failure prone than the later T7 versions and can die exactly as you describe. I've went through several BPCs on my 9K before I had the ECU modified and put in a T7 BPC.
The older BPCs fail by either allowing the engine to overboost and hit cutoff, or by limiting you to base boost. Either way, the BPC is likely a goner. You can try spraying some electrical parts cleaner into the thing, letting it set a minute and shaking it, emptying out, drying, and reinstalling. May or may not help. Some say dish detergent or Simple Green, followed by a rinse with electronic parts cleaner works. But you're likely going to end up getting a new BPC.
