Looking to purchase a 900 S or SE 5 door. Advise?

I'm looking to purchase a 900 S or SE 5 door and have a maximum of about $16K to spend. This will be mainly used as a family car and I don't have a heavy foot. I have the following questions:
1. Should I still go for the Turbo? Is the 2.3 much slower? How about the durability/reliability of the Turbo?
2. Which year is the best (up until 1998)?
3. How do these cars compare to a Volvo as far as durability/reliability/safety?
I was looking at a 1997 900 S ($15K) today at a dealer and I was not able to drive it(because he didn't have a plate ready), but he gave me the keys and I started it. To be honest, I was disappointed by the harshness of the engine when cranking/starting, the whole car shook and the steering wheel vibrated a bit. It also cranked slowly, like the battery was dieing. Is this normal for a car with 46K miles? Also, the computer display on the dashboard was missing segments (it was displaying "brake light check"). This has me worried about the quality of these cars. Otherwise the car was very nice, the paint was like glass and the leather like new even for a 4 year old car. I plan on test-driving it tomorrow. Any advise would be appreciated.
