I dont know how in the heck you spotted that? was the loose bolt the giveaway? All my years with that car and I never noticed it. Interestingly, when replacing my thermostat and temp sensor on my 9-5, digging around back by the TB, replacing every plastic check valve and vacuum line i could find with the blue silicone stuffI found something that looks just like this. It looked like a flimsy part so I ordered one to have on hand.
I am looking at it right now. It is part number 5555-8115, called "FITTING" (how creative). The 10mm bolt holds it down and there is an o ring in the nipple that fits in the hole, even if this bolt got loose by 3/16" inch, you would have a massive leak here. And with massive leaks in the vac system, these cars do not run well. But you already know that. Probably need to install this thing in the 9-5 before it either breaks off, comes loose or the o-ring goes south.
Another thing I was surprised about was that my PCV #6 (factory installed in 04 cars) hoses rotted out, broken nipple at valve cover, broken check valve, as was my hard plastic brake booster hose cluster with the broken check valve there too and the 3 or 4 red retaining fittings were all shot. I think you did some work on them, but you may want to check this stuff. All this stuff on my 9-5 was shot at 100k.
Now I am chasing the many suspension gremlins in the 9-5...I did front swaybar end links last week, next week - 6 subframe bushings, then rear shocks and more bushings back there, and finally, the front struts and control arms next spring. I am going to try Koni FSD's. This stuff did not hold up near as well as the old 9-3, the 9-5 setup is very flimsy, or at least on the Aero. One day, I just might like driving this car.
