Pulled the DI and the plugs. Plugs were black and on the verge of fouling. Suspect they were misfiring. Put in new plugs. Still had an idle at 2500 rpm, when it wasn't surging from 1000 to 2500 rpm. So there must be a lot of air getting in, or the FPR is wonky.
I traced the problem to a loose fitting (see pic) that has a hose going to it from a connection to a device on the firewall. DK what the device on firewall is. Has 1 electrical connection and a couple hoses. One hose led to the fitting on the intake manifold (?) that is attached with a 10mm bolt-- which was one thread away from falling out. This was letting in lots of air, which I'm thinking made the ECU dump in lots of gas, which made the mixture super rich. But the ECU couldn't correct enough so it threw a flashing CEL. (That's my guess, anyway).
I tightened the bolt, restarted and engine idled perfectly, no misfires, no codes. That was 5 days ago and car has been running fine.
The weird things you find.
