So after the experience tracing a vacuum leak problem on daughter Sarah's '00 9-3 < http://www.saabnet.com/tsn/bb/NG900/index.html?bID=304107 >, I got to do it again on daughter Lisa's '99 9-3 (172K miles).
This car had been sitting for several months as Lisa has been away, but it'll be in use this winter so I fired it up to get it running. Ran kinda rough, and fresh gas helped that. But after a short drive the idle was up around 3,000 rpm. When It came back down after a restart, it would surge between 1500 and 2000, but would settle on about 1600 or so. Or go back to 3000.
This "felt" like a vacuum leak as the car otherwise ran fine. So I went looking.
Replaced a couple of sketchy hoses but nothing much helped. I found the long 4mm hose from the hooter valve to the throttle body to be really soft and I disconnected it at the hooter to see what happened. The idle didn't improve much but it did mostly stop surging. Then I reconnected it and noticed that with the engine running, the hose was collapsing coming out of the hooter. Ah-ha!
So I replaced the entire hose, finding it cracked on the underside of the nipple at the throttle body. Problem solved.
