Capitalism, microeconomics, and maximum use value of the earth-mined materials like the aluminum/iron. Recycling engines for parts for resale or scrap makes financial sense from the supplier level if you are the business owner or in the supply chain.
End users/customers always get the knobby end of the shaft anyway ;)
