same issue with my 1998 900S. Have been to a local non-Saab shop that could not find the issue and suggested I go to a Saab dealer. I did so several days ago and they worked this puppy over for two hours without success. In three days, I'll go back and the tech will swap out the engine ECM module with a known good one to see if that fixes it. I went through the WIS CD-ROM I just bought and looked at the diagnosis process on WIS (which all former Saab dealers should possess) along with the ISAT/GM computer tool that should extract trouble codes right away. I'm unsure if my 'Authorized Service Center' got any codes via ISAT unfortunately but I'm going to find out!
The "non-functioning A/C" issue is a not-infrequent problem and there are other posts on here about it. The rub comes when folks have checked all the under-hood fuses, in-cab fuses, checked the connectors under the hood on the receiver-dryer, etc. AND still have no AC except by jumpering the relay on 30 and 87 contacts. That is NOT recommended unless you know that your low and high pressure switches are good and working. Otherwise, you run the risk of blowing a hose, compressor, or damaging the compressor from a low refrigerant-oil level.
I am still working through the WIS CD-Rom data on diagnosing the issue. Suspects include (based on your good fuses and relays) would be a chafed wire somewhere in one of the wiring looms as others have found, a bad ECM engine management module, a bad "DICE/ICE" module, or a bad "anti-frost" thermostat. The latter is up inside the dash at the box/enclosure in which the AC evaporator is located and is a significant pain to get to. The dealer's ISAT tool should be able to ping this and tell whether it is bad.
This week at the dealer's, the tech (21 years on Saab's) should be able to put this problem to bed.... hopefully, as the hourly clock is running!! I'll post later when he resolves my issue. In the meantime, be advised that you can get a used but good engine ECM and plug & play as these are not "married" electronically to a specific car by VIN. However, a used DICE/ICE unit IS married to a specific car and a dealer would have to 're-marry' a replacement DICE/ICE to your car if that component is needed to fix your car.
