Timing Question

Got a question on timing. Got timing chain back on with the correct number of links between sprockets and everything is tight. Both my camshaft marks are off a little toward the inlet manifold side. My TDC mark on the crankshaft pulley is also off by an 1/8 of an inch. Call it 12:05 if you are looking at a clock. My chain tensioner is not on. My question is, at this point do I install the chain tensioner or move the crankshaft clockwise until TDC is correct and the camshaft marks are dead on before I put on the chain tensioner? Thanks.
