I've heard the emissions related excuse -- something about making sure the gas already in the intake path gets burned. In doing so, they completely ruined what should be positive feel of foot/pedal/throttle-response. RPMs hanging high makes it all so sloppy. Is this the only way they could make the emissions numbers come out right?
I drove a 1990 SPG for 10 years before finding a used 2002 Viggen. Compared to the SPG, the Viggen throttle-response effect felt so bad I was sure something was wrong, but it seems to be by design. Lifting the gas pedal early is such a kludge. Every time I get back in the SPG I question which car I prefer...
One possible caveat -- While the throttle-hang effect is certainly noticeable in city driving, where I'm shifting at 3000-4000rpm, if I'm pushing it and all shifts are 4000-5000rpm, the throttle feel might be "normal".
