Well, first of all I would not replace a turbo without also removing the manifold and replacing at least the 4 long studs and prefferably all 7.
The 4 long studs are either broken or will break soon so when the turbo is removed, that's when it is as easiest (short of when cylinder head is removed) to get those studs out and replaced.
I assume they left at least the unbroken ones in there and you are only running with one broken. They probably also installed a new gasket and that will hold up for awhile but because of the broken stud, it will start to leak at some point.
Can't really advice what to do since it is a lot more work now to remove the manifold again and only a few studs can be drilled out with manifold in place and it takes a very skilled technician to do that without damaging the cylinder head.
I have done it a few times when I had to do a quick repair to bolt the manifold down for time being.
Also, any time when I'm in there doing a water pump, if I see a loose stud that is not broken. I removed it and install a new one just to stave off a leak further down the road.
