My 01'93SE is partial blocked as well. What i did was cut the remaining floorboard 3/4 of the way and folded back in order to gain access to the fuel pump. Using tin snips, it was "fairly" painless to do, then i folded (kinda tough) it back and sealed with duck tape. Some posters don't recommend this procedure, but rather drop the tank first. I though about it but couldn't risk breaking the bolts that strap the tank up myself. Saab wanted $400 just to remove the tank. Depending on your DIY abilities, you have 2 choices verses having a shop do it for you. Good Luck.
