Exhaust sounds louder...uh oh...

I took the car this morning to the car wash and when I started it up the exhaust sounded loud. It seemed a bit loud to the wash and back. After I came home and spent almost 3 hours using Meguiars 3 step program (first time ive used it, WOW) I started the car and crawled around to see if I could pinpoint the source of the noise. It seems as if it is coming from right below the engine, before the converter. I obviously couldn't get too close to the pipe, but there looks to be a piece of pipe that makes the "L" turn from heading down off the engine towards the back of the car that has some sort of special insulation around it ( a part of the pipe?) This is where the noise appears to be coming from.
Has anyone had a problem with this area of their exahust? Is there a clamp or something else that might have come loose, or is more likely a puncture. If I do need to replace parts, any ballpark ideas for cost?
