Replacing ACC?

The display on my new-to-me 2000 Viggen was failing, so I purchased a used unit to replace it with.
After I plugged in the replacement unit and started the car, I only have single digit numbers on the display, it will only do Econ, not Auto, and it generally seems out of whack.
Is the replacement unit bad, or do I have to do something to configure/pair it to my car? And if the latter, do I need to use a Tech 2?
