This is made of hard black plastic that sometimes cracks at check valves or leaks at O-rings at manifold and pump. Line connects brake servo/booster to intake manifold and to camshaft driven vacuum pump for auto transmission vehicles. Without vacuum, brake pedal has no booster assist and is very hard to depress and stop car. Working in neutral and not in gear may indicate engine motion is opening crack in line when in gear. Also could be wet/frozen brake rotors, which take about 3 seconds to wipe off unless rotors are drilled.
