All 9-3 models received TCS standard starting in 2001.
With the stock tune I regularly turned it off in the summer but in the winter found it reasonably helpful. It would cut the throttle too much for my liking.
After getting a tune, I leave it on all the time and would never give it up. Now in all conditions I can stay on it when a wheel starts to spin and it doesn't cut the throttle.
Where I live many times when the road is very icy there is sand/gravel spread out, but it ends up getting pushed to the edges of the lane. I can put one tire there and just hit the throttle and go. TCS will apply the brake to the tire on the glare ice and send the power to the wheel with traction.
Boring details to some...Your attachment to it will depend on the weather in your area, your driving style, level of patience, etc.
