The 2002 SAAB 9-3 SE should employ the MITSUBISHI manufactured turbocharger in TD04HL-15T type.
These turbochargers use a piston ring oil seal which have an installed gap when in service which will increase in size during service. This gap increase could be compared to new OEM TD04HL-15T with use of pressure leak down testing, but this may only be required if there was an unknown or questionable service history.
The TD04 turbocharger also should be checked for pressure activity at the waste-gate actuator which could be tested with an air pressure pump or regulated pressure.
Lastly, the turbine housing could be easily removed for inspection upon removal of the stainless steel band clamp. Look for any thermal expansion cracks which could cause future problems. Reconnecting the turbine housing to the center bearing housing is simplistic as these are pin/port indexed.
