You do not need to drain oil nor coolant to remove valve cover. Sounds like you need to have the cylinder head removed and machined flat and valves and valve guides checked. Also check that the intake manifold is flat against the cylinder head. I had to have the intake machined flat on one of my 900 ng cars. Install all new gaskets and seals when you do this job. Probably cost $500 - $600 plus parts and machine shop charges. Usually $400 - $500 to do the cylinder head. More if intake needs machined. Put in all new exhaust studs if you do this work. Do the studs before you reinstall the cylinder head. I’d use new head bolts but some say they can be reused once or twice. I’m not willing to take the chance one would break for the cost.
