you obviously have not had a turbo car for very long... the boost shown on the gauge is not really a function of rpm but more a combination of engine load and thottle position...at higher rpm the trionic system (and apc on a older turbo) will cut back boost to limit destructive engine detonation. on the newer saab turbos this is not as pronounced because of better engine management(trionic t7) things that increase the amount of boost you can get...more load, cooler air, higher octane,bigger throttle opening. It sounds to me like your car has bad spark plugs,bad gas,bad ignition cassette or maybe a weak fuel pump. spark plugs and gas are cheap and simple. try some 104 octane boost to see how much boost you get. but before you worry about boost, please make sure you have excellent tires, brakes,radar detector and driving skill. lol...
