Low performance at lower RPM and not reaching full boost

Hey Everyone!
I have a 99 SE Vert, manual. I have exchanged the DIC with a spare one, replaced PCV, replaced sparkplugs(ones recommend by previous posts), chased down all the small boost leaks, verified O2 sensor values, verified throttle position sensor values and replaced and check apc valve(also replaced with a spare). I played a little bit with base boost. The car doesn't consume any oil or coolant for 4000 miles. From what I checked one year ago the head gasket seems to be good.
I believe that the performance from 1k to 2.5k is comparable to a 1970's air cooled VW, once it's the boost kicks in, it seems to perform ok. I am about 3/16"(4mm) from the needle reaching the orange zone on a "good" day. Any thoughts? Thanks!
