Dash lights not coming on for first ten minutes or so

Any ideas on this one? With the recent cold weather I have noticed an issue with the dash lights on my 2000 9-3 that I have not seen before. When I start the car, the dash lights do not come on. All that is lit up is the odometer and if the radio is on, the SID is very brightly backlit. After about 10-15 minutes of driving, the dash lights eventually come on and the SID backlighting goes away with only the LED content is shown normally.

The car is not garaged (my Sonett III and 9-5 Sportcombi are in the garage), so some of these recent days the temps have been below freezing when this occurs.

Seems like a bad connection somewhere that improves once things warm up but I am not sure where to check.
