2001 Viggen - Emissions Testing - No CEL but an MIL code Posted by RS [Email] [Profile/Gallery]

CEL definitely works. The issue causing it had been fixed and codes cleared. Car failed emissions test on a Not Ready so I've been driving it enough miles that the checks should be completed.
Prior to doing a complete, official emissions retest, the testing station connected a reader to the car and got a "MIL" code, but there's no check engine light.
I ran my own check with an ODB2 reader. There are no stored codes and ran a test on the o2 sensors; they both failed. Wouldn't a bad O2 sensor throw a code and a CEL?
I was told that, at some point, the ECU may have been tweaked, but I don't know what they did.
Is there any way to flash stock ECU firmware into the ECU to mitigate any tweaks that may have been done?
