I assume you added the second light to the other fog socket and that it did not come this way. I guess I just can't understand people that do this sort of thing. If some idiot rear-ends you normally there is no question about the liablity but if you are running two foglights you may very well end up sharing in the liability. It is illegal in most jurisdictions, serves no real purpose and probably increases your risk of being hit which is exactly what the rear light is intended to guard against.
If you want people off your rear end you can always give the brake pedal a quick touch with the left foot while keeping the right into the throttle. Also, from experience I can say that a quick flash of one foglight seems to alarm a fair number of tailgaters too. Regardless it doesn't seem like a good reason to add the second fog given everything else.
