I don't know about Britian although I have noticed a number of Jags with 2 rear lights (never mind that it has always been clear weather). I sort of wonder about new Volvos too as I can't imagine that all of these drivers are adding the second light on their own. I do know that in Holland two lights are legal but there was talk about making them illegal for the reasons posted here. In Germany I know it was illegal in the past and assume that it still is illegal. I did, however, come across something that suggested that with center mounted brake lights things may have or may be changing in some locals (not sure how reliable this is). However, since center mounted lights are often in a different visual plane (such as the roof line lights on 9000s, 9-3s, 9-5s)I would argue the same logic still applies from a saftey point of view.
In the case of the US I don't know if there is any Federal regulation although other posters both here and in other forums in the past have indicated two lights would not be allowed. Since many states probably have never addressed rear fog lights just about anything may be true at the state level. Even one is probably illegal in some states under old lighting codes. If anyone is really concerned about legality they should check state and local vehicle codes for their area.
