Sometimes you can remove the part that the bolt held on and there will be enough stud left to grab with the vise grips. If it broke easily, you may be able to remove it yourself. If you put a lot of pressure on it and it broke "hard" then it's probably stuck.
If it's a bolt into the block, getting it out is tricky due to risk. If it's a pipe to pipe, then the risk is only the pipe. A torch might help. Maybe some penetrating oil. Pro's usually drill them with an offset drill and then use an easy out. Again, a torch may help.
