Sounds like he damaged one of the wheel speed sensors in changing the brakes. A soft pedal might indicate air in the system (does the pedal become firm when pumped?). Squeeky new brakes can often be cured by applying a minute amount of a silicone/glue type stuff to the _back_ of the pads. The problem is usually due to the pads vibrating in the caliper.
According to the Saab manual for my '95, the signal from the LR sensor is the one that is fed to the speedometer.
How handy are you? Pin 22 (25 pin connector) on the ABS control module is the one for the LR wheel. The voltage on that pin should change between 0 and 10V as the relevant wheel is rotated. Pin 7 is RF, pin 17 is LF, pin 19 is RR.
