"Knock" vibration at low rpm??? Lugging in all gears under 1700?

Hello,
Ever since I bought my 1994 set,(71k), I have noticed a lugging or knock at a low rpm. First of all my clutch was replaced by a former owner and the flywheel probably was never cut because I get a little bit of chatter when engaging, no that a threw everyone off.....
In any gear, if I accel ever so slightly from any rpm below 1700 I get a lugging feeling (NO BUCKING). Ever gear will stop lugging right at 1700rpm and the car seems to accel much easier after that. When I bought the car I did a compression test on the motor and it was a little bit high, like 9.4:1 ish, so I suspect a bit of carbon build up. I am going to do the ATF trick to remove carbon from the cylinder walls if everyone thinks this is a good idea.
Could it be the knock sensor? No check engine codes, Im running 93 octane fuel, no performance mods, and NGK plugs are slightly cooler heat range, i can supply numbers if asked.
What do you guys think??
