HELP! Whining & burning smell NG 96 900 2.0t

1996 Saab 900 SE 2.0 Turbo - 98555 miles

What's wrong with my Saab?

Tonite I was driving my car home, when I got to my house, I detected a significant smell of burning plastic or rubber. Beforehand I had been driving the car in 2nd gear at about 4000-5000rpm for a breif, spirited drive to my house (not a frequent occurence). I promptly shut off the car. I determined that the smell was from the timing side of the engine. There was no apparent smell of coolant/oil etc. It was very dark and I won't have a chance to look at it very well till the weekend, so I could see no leaks or obvious problems. When I started the car up (hoping I was crazy) after turning it off the hood was up and their was a VERY loud whining sound emanating from the compartment, horrified I quickly turned off the engine. The whining began very quiet but soon became very loud, with a cyclic sound (hi-lo-hi-lo-hi-lo) All acesories were off. A breif, and albeit unlit and dark, visual inspection of the serpentine belt showed no obvious signs of wear, no fraying or breaks. The burning smell had returned however. I do not know very much about cars in general, but would sell my soul to get my car working again. When I say "working" the engine still runs, starts, turns over, shifts, all accesories work etc, but with the smell and whining I do not dare drive the Saab out of fear of compounding any problems. I am a student and cannot afford a new engine (but who can?).

From the information I gathered here (Thanks Guys!) some possible thoughts are:

Pulleys and belts ~ Does that explain the smell? Is a component melting?

Vacuum Hoses ~ Expalins whining, But what about smell?

APC Turbo (God, I hope not! $$$$$)

It entirely possible that these have nothing to do with this, as I said before I am not terribly mechanically inclined, especially at 10:00pm. I live in Dover, NH and I saw that Saabtech is local to me. I see they are highly reccomended by what I've read. Would anyone reccomend Saabtech that has expierenced this problem? Is this problem a DIY? I could replace a pulley, particulary the top one, on my own if that is the problem.

Is it just 100,000 mile service time (albeit 1500 early)? Is there a 96,000 mile major service that the previous owner missed (I purcahsed at 97200 on 9/18/01)?

If anyone has any experience I beseech you to make yourself and your knowledge known!
