States in US have created.
It started with the 96 model and the OBD2 smog check.
Some States require that the car engine have completed a "trip" before they let it pass the smog check.
A "trip" is not just taking a drive over to Grandma's house and back.
A "trip" in the sense of OBD2 system is when all different parameters in the smog system have been activated and run for a certain amount of time and is found to be in working order. That's when the computer logs it "ready".
When you turn off the engine, all data resets to zero again. :-(
And you CANNOT complete a "trip" again until the car have cooled down under a certain preset engine temp, because some of the smogsystem parameters ONLY kicks in at cold start mode.
What you need to do is to start the car in the morning, drive it over to the smogstation,(the drive needs to be about 1/2 hour long) and consist of several stop and starts and driving at a certain speed for an extended time, A/C needs to be switched on and off, and when you get to the smog station DO NOT turn off the engine. Go inside and tell the technician to come out and check the system for OBD2 readiness, while you say a prayer and hope for that you have completed a "trip".
If everything have been checked to the OBD2 Gods liking, you get your car passed.
The strange thing is that California doesn't have this requirement. ;o)
