If they are out of balance, re-balancing will fix the problem -if- they are round. If you have bent wheels or mal-formed tires, these will balance spinning in the air but will be bumpy on the road. Malformed tires can feel like they flat spot when they sit when new. But they just get smooth as they warm up. After they age and the rubber gets hard, they just stay bumpy.
