Any wheel can throw a weight off at any time, leading to an out of balance condition. Also, wear patterns can develop, sometimes due to worn suspension parts which can cause vibration/oscillation in the wheels. Re-balancing can help, but never completely cure a rough ride caused by this. Also, running too many miles between tire rotation can lead to tire radial belts slipping. On front wheel drive cars, this usually happens on the rear tires, where there is less weight. The tire apparently begins to bounce/oscillate at some "resonant frequency" and the belts eventually start slipping/seperating. Frequently, you can see a diagonal bulge across the tread of the tire as evidence of this condition. At this point, the tire is basicly ruined, and it will wobble and bounce until it either fails, or drives you mad.
