If you look at Saab's own 0-60 times, then yes, the 9-3 itself is slower than the 900 SE turbo. I'd guess that it has to do with the gearing changes they made, and not the engine. The base 9-3 engine for 1999 was virtually identical to the NG900 turbo engine, and they both used the same turbo, a Garett T25. The 9-3 SE with the High Output Turbo engine has a larger turbocharger, revised ECU, and the Viggen-style intercooler. Its 0-60 times are probably better than the NG900 turbo's were.
