I had the same issue after a fuel filter change on my 98 SET with 65k at the time. I replaced the FPR from Eeuroparts.com for around $5X dollars and this fixed my long start immediately. It was easy to change on the backside of the intake manifold on the fuel rail on the drivers side. It has a torx "V clamp" on it and one vacume line attached to it. I did move over the engine wiring harnes to get it out of the way and this was the hardest part. The 2 bolts that hold the metal bracket to the head are hard to get to. Make sure the engine is stone cold before releasing the fuel and do it outside of your garage about the fuel fumes. It comes with new orings on it and it is ready to go. This board indicated that I probably got trash in my line while changing. I was operating room clean while doing this. I did notice that the rubber made on the metal seal rings of my old filter seals (replaced with new with filter) had chips out of it like it was brittle and chipped off during removal. Maybe this got to the FPR and killed it who knows but this is not a user install problem and it would be a design problem. Best of luck.
