Thanks guys for all your input. I still haven't nailed this problem down. I have acted upon all the suggestion posted and have been too busy trying to fix this issue to get back with those interested.

I have determined that it is not the blower motor nor the fan speed control module.

I have access to the blower motor at the moment and notice that in only turns slowly when the engine is on. I have tapped on it with a hammer to see if there is a bad spot on the blower motor but it does not make a difference in the speed even though the ACC shows that the fan speed is on max.

Turn the engine off and just activate the electrical system and the blower motor runs like it should.

The odd thing is this: When I have the engine on, there is a "CHIRPING" sound coming from behind the top of the dash about where you'd expect the blower motor to be sitting on the other side of the firewall. When I adjust the fan speed via the ACC the chirping intensity goes from high to low when adjusting the fan speed from high to low. I listened closely to the blower motor (I practically can put my ear on it since I have acces to it) while the engine is on and determined it is not the source of the chirping sound. It's something behind the dash.

If I disconnect the blower motor wiring harness and turn on the engine there is no chirping. It only chirps when I have the blower motor connected and the engine on.

I have looked at the wiring diagram in the Haynes manual but it is for manual controls. I thought it might have been the ignition control switch as not springing back after starting the car. But I'm pretty sure it has something to do with that chirping.

Does anyone have the wiring diagram for a blower motor with an ACC module?

I'm going to try and jump the connectors on the wiring harness of the blower motor so that a circuit is made (while the blower motor is not connected) and see if that chirping sound appears.

The chirping sounds like the sound a cricket would make.

It is now 0 degress F here now. With colder temps in the forecast. I really want to solve this issue this weekend.

I'll keep in touch...and let you know about my awful dealer experience...
