I'm assuming you are not planning to remove the wheels to clean and wax them. I'm also assuming you have OE wheels, not custom ones that are polished or chromed. If I'm wrong, please let me know.
I recommend the following:
Go to Pep Boys or a well stocked auto parts store and grab a bottle of Eagle One All Wheel and Tire Cleaner. It's an orange bottle and one of the best wheel cleaners available. Cost about $5.00.
I also recommend a couple of brushes. A stiff nylon brush to clean the tires and a soft flagged bristles brush for wheels. You might also need a smaller bottle brush looking thing to clean small openings and around lug nuts. Click on links to see pics of what I'm talking about.

Those new Meguiars brushes are really nice and are available at Pep Boys (I've got some of the brushes and like them).
Last but not least is protection. A coat of wax or sealant on the wheels is a good idea and some Armor All or other tire dressing will finish the job.
