I use P21S Wheel Cleaner. There are two types - a liquid and a gel. I use the gel (which isn't very gel-like, actually). The first time you'll probably want to let the gel soak / sit on the wheel for maybe an hour - this worked wonders for me today, the first day of the year I could detail the car.
I just use a soft wheel brush that I picked up from Pep Boys... make sure it's not stiff or if could scratch the clear coat! And don't scrub with anything scratchy like a brillo pad... could mar the clear coat on the wheel. The hardest scrubber I use is a no-scratch scrubber for nonstick cooking surfaces.
Just those two are normally enough for me. If your wheels are really dirty, be prepared to spend some extra time on them the first time around, and take the time to wax them afterwards.
