Clay bar will likely do the job, and it's available at most auto parts stores. Mother's has a kit that includes the lubrication you'll need - about $15. Spray the lube liberally in a small area (about 1 sq ft) - the clay should glide easily across the surface of the paint. If it "snags", gently lift and apply more lube. Once done with a spot, wipe up the lube with a soft microfiber cloth.
Once clayed, the paint should feel very smooth. here's a trick for you - place your hand in a plastic sandwich bag and then run it gently over the paint. This yields a bit more sensitivity to your fingers somehow.
After you're clayed, you should polish the car to remove any marring/ scratches and clay residue. Meguiar's and 3M both offer good products available when you pick up the clay bar kit. Then follow the polishing with a good wax or sealant.
Use soft microfiber cloths to remove polishes and waxes. You would be surprised how many scratches and swirls come from "soft" terry cloth.
