If the government collects a tax, they will misuse and misappropriate it. Guaranteed. Rather than wish the evil of easy money upon them, I'd rather see a combination of technological and social solutions.
Some 6cyl and V8 cars get similar fuel economy to 4cyl cars. Getting mid-20's MPG fuel economy is not a feat to brag about. Saabs of ten years ago got better mileage, but were not as powerful or safe. Some 4cyl cars like the new Lancer Evo get less than 20 MPG. Number of cylinders is not a guaranteed indicator of fuel economy.
My opinion is that increasing tax on gasoline creates an incentive for the politicians to help sell SUVs and support those that make SUVs, perpetuating what you are trying to stop.
Diesel, gasoline, liquor, cigarettes - sell any of them without paying the big taxes, and the feds will have your hide - they demand a piece of the pie regardless of whether it's healthy or not.
More gasoline sold == more money for the government budgets. As we know these days, cutting budgets is 100x harder and more painful than increasing budgets.
