I started with a track light kit. Included the outlet box connection, 6 feet of track, and 3 each PAR 30 floodlight heads, for about $35-$40.
Track is about $2 per foot.
Track to track flexible connectors are about $8 each.
PAR 30 track light heads are about $9 each.
50 or 75 watt Halogen flood lamps are about $5 each.
65 watt fluorescent flood lamps are $16 each.

I probably have $200-250 including the flood lamps in my garage lighting system. One nice thing is I started with just a simple 3 light kit but continue to add track and lamps as needed.
Also, I live in a townhouse and didn't need to upgrade the garage lighting wiring as the fluorescent bulbs only draw about 15 watts each. So four Halogen 50 watt floods plus six 15 watt fluorescent floods is 300 watts or 2.5 amps.
