My company used Mac laptops exclusively. We have several of the TiBook 1ghz machines, and all perform flawlessly. The 64 m3gs of v-Ram takes care of any stutter and allows OSX to run, well, perfectly. The drive noise is also unheard of on our machines.
The reason OS9 seems snappier is that OS9 allows 95% of CPU cycles to be devoted to what ever function is requested first. Thus, if you are burning a CD and open another window, 95% of the cpu cycles are devoted to opening the window. OSX doesn't do this, and will more equitably distribute teh cpu cycles, and is therefore a more stable system.
Aside from the other suggestions in this thread, please run the hardware checker, repair permissions, etc. I'd also call Apple and bitch rather loudly.
