Yup, we are talking lumens here, not watts.
You can get a lot of lumens for far less watts in certain packages.
HIDs are low wattage, but lots of lumens (or candellas if you are old like me !).
Florescent replacements for incandescnet bulbs are another example. A 7 watt florescent puts out as many lumens as a 52 W incandescent bulb.
A secondary consideration is color temperature. For the same number of lumens, our eyes are more sensitive to color temperatures that are close to normal daylight. We tend not to be so sensitive to the pale yellow cast of normal incadescent bulbs like 9004s or H4s.
HIDs are more daylight in their color temp and have lots of lumens, so that's why drivers prefer them and oncoming drivers are more sensitive to them.
