Lot of good comments here. There is no one answer, but IMHO there is a point between tracking and sliding that is probably the fastest. In racing the idea is to drive each corner at (or close to) the absolute maximum speed for that corner--so that if you went any faster you'd go off the road. Not so cool on the street. Cornering at the limit--the car feels loose on the road--is the fastest, but actually sliding/skidding, at least on pavement, tends to scrub speed. But is is kinda crazy to drive at the limit on public roads. Still, just how you get there varies by FWD or RWD and even kind of tire (racing or street tire).
25+ years ago when I autocrossed many Sundays during the summer and fall, I had a hot-rodded VW Beetle. It went around as fast as a number of other small sedans in my class, but my toughest competitor was a guy in a Honda Civic. We posted near identical times, but drove the course very differently (front-engine, FWD verus rear-engine RWD). I've always liked a late apex (except in hairpins) while he tended toward early ones. Those favored the handling characteristics of our cars. Neither of us slid our cars very often, but they sure were "loose" and not tracking, either.
