Sorry to hear that. Sounds like nobody was hurt other than the Mustang and Exploder (too bad the Exploder can't be retired - my anti-SUV bias). Foam is under many car bumpers and, from what I can tell, is there to absorb minor impacts. The structure behind the foam -- steel barriers and crumple zone framing and the like -- take the brunt of a major impact. So the foam is present because it's lightweight, can absorb minor impacts, but simply yields to the greater structure to absorb the impact of the kind you described.
Glad, again, that your partner and the Exploder driver walked away. Get Evan into a Saab -- my Aero is no slouch I assure you!
BTW, I am so coveting your 2CV! Don't think I ever saw one in Atlanta in my time there.
