The condenser's job is to condense the working fluid INSIDE the system. It rejects heat, so it gets hot. The condensor is the part in front of your radiator, in a car AC. The evaporator is the part that's supposed to get cold, that's why it forms condendation from the air. But that part's inside the house.
If part of the outdoor unit is getting cold, that means the refrigerant is evaporating in the high-pressure line. It's supposed to remain liquid until it gets to the evaporator, where it evaporates (flashes) across the expansion valve. Sounds like the system is low on refrigerant.
