Keep in mind that Indiana can't issue a license plate on the spot from a dealer...since the license plate has to be specially assigned with the county code embedded in the plate number. Other states don't have this requirement, and the dealer could just give you plates on the spot in some instances, so registration fees are just thrown in with the price of the car.
In all states, you could opt out of this arrangement and simply have the dealer give you the signed over title/certificate of origin, and then you march down to motor vehicles and take care of it yourself; but I believe that no state would allow you to operate the car on the roads during that time.
