Wheel hub insert fallen out...???

As I was doing my summer-winter wheel swap, I ran into the following situation with my aftermarket wheels.
The right rear wheel just wouldn't come off (even without the nuts on!). After a little swearing and gentle pursuasion, I managed to get the wheel off, and didn't notice anything out of the ordinary. I go to put on the winter wheel, and it doesn't locate onto the hub. I could get it on partially, but it wouldn't seat properly. I tried putting the old wheel back on (which I had removed earlier), and it wouldn't go on either. Since I'm pretty much stranded at this point, I decide to make something work, at least well enough to get it to the dealer or tire shop. I end up tightening the winter wheel on, but it's still not seating properly. It turns out that I had some sort of aluminum hub adapter inside the summer wheel, which has come loose and was stuck on the hub. It's now broken due to my attempts to put any wheel back onto the car.
Here are my questions:
1) what was the purpose of this small aluminum ring?
2) how would it have come loose?
3) since I've broken the darn thing, who is responsible for replacement? me, or the tire shop? If the ring had remained undamaged, how would it have been seated in the wheel again such that it wouldn't come out?
Any insight is appreciated.
