Cost of living is not low, but better (at least for housing) than NYC.
If you take the job in Falls Church, don't even think about living in MD. The traffic is nasty at best anywhere in the area.
I know a couple who lives in W VA. He commutes to Fort Meade, she used to commute to DC, but now goes to Quantico VA. They spend 3-4 hours each daily commuting.
66 is a flat nightmare, but then it isn't much worse than the alternatives.
If there is any way you can afford the more expensive, in closer housing, do it. On the other hand, if your office hours are from 6 AM to 2 PM, shouldn't be too bad.
