Howdy,
I worked in downtown DC for 3 years, and I took the Metro downtown for 2 of them (for the other year, I lived in DC and walked to work). The train is great once you get the hang of it. There are occassional problems with delays, but not nearly as many delays as there are traffic jams in DC. The Beltway west of Georgia Ave in MD is a joke everyday in both directions. 95 North into DC is awful unless you have HOV (high occupancy vehicle = 3 or more) capabilities. 66 is the same way; generally awful all times of the day, including most weekends!
I live in Montgomery County, MD and I live 4 blocks from a Metro stop. Having the Metro close by makes all the difference when you are talking about going downtown. Check out wmata.com for a system map.
The closer you live to the Metro, the shorter your money will go. Living within walking distance of a Metro stop in an otherwise decent area adds $25 - 50k in value to the home. VA is generally cheaper than MD, but also more spread out. There's not as much room for growth in MD any more. PG county is "up and coming" but with a long way to go. Property is still affordable there, but anything close into DC in PG is questionable in terms of safety. It's getting better though, as is downtown. If you are commuting to a job in VA, don't even think about trying to get there from MD in under an hour in the morning!
